State Programme Officer (Consultant), TESS-India
The post holder will support the TESS-India Regional Programme Coordinator (RPC) in project related activities in the state. (Assam / West Bengal)
Lead Monitoring and Evaluation (M&E) activities in the respective state by working closely with Delhi-based M&E team.
Responsible for local administrative tasks, financial management and logistical arrangements at the state level.

Role overview
Accountabilities, responsibilities and main duties:
Regular targets and deliverables will be agreed which will form part of this agreement.
Programme Support (40%)
- Support the TESS-India Regional Programme Coordinator by actively engaging across the state with all the relevant state entities (DIETS/BRC/CRC etc.) to ensure the successful embedding and usage of OER materials, especially developing and rolling out of capacity building programmes for state participants.
- Assists in identifying opportunities for the increased use of TESS-India resources across the state for instance with NGOs and teacher education institutions. Makes recommendations for taking these opportunities forwards and plans appropriately.
- Assist in raising the awareness of TESS-India across the state and with key stakeholders / influencers thereby ensuring its sustainability
- Provide support to the TESS-India team using a high level of initiative and personal judgment to solve day to day issues as they arise.
Monitoring & Evaluation (M&E) Support (40%)
- Understand the state and district school education system and utilise this knowledge to ensure smooth implementation of M&E activities in the state.
- Manage M&E database and provide valid and accurate information in a timely manner. Plan, coordinate, and operationalize of ongoing monitoring of the project
- Provide input to the project team and govt. officials through periodic analysis and presentation
- Collection, compilation and analysis of data generated through software
- Ensure PMIS is in place in the respective state and submission of data happening timely through PMIS
- Close monitoring of the state project activities in line with the M&E requirements.
- Preparation of various documents like case studies, success stories, and documentation.
- Providing technical support to state offices and the program team.
Administrative and Finance support (20%)
- Work pro-actively with TESS-India team, based both in Delhi and the states, organising & coordinating ad-hoc events across the state such as workshops, distributing publicity materials and ensure the smooth running of such events, etc.
- Responsible for coordinating with Operations team in Country Office (Delhi) for state travel and accommodation arrangements for organisation of workshops/ conferences
- Responsible for financial reporting, documentation, collating and supplying financial information i.e. utilisation certificates, statement of expenditure etc. as required by the project senior management team in order to comply with British Council, Open University and funder requirements.
- Schedule meetings, circulate agendas and meeting papers, prepare minutes and meeting notes, carry out and monitor follow-up actions on behalf of RPC as required.
- Provide any other administrative support and perform ad hoc duties as requested by the RPC as required.
